Candidate's Bio: I was born in New York City in 1937. My mother was a New Yorker of Italian descent and my father was originally from Milan, Italy. I worked my way all through college and graduate school. In 1957, I graduated from St. John’s University, Brooklyn, NY with a B.A. in English. In 1961, I graduated with a MS in City Planning from Pratt Institute in Brooklyn, NY. From 1960 to 1962, I worked as a Junior Planner at the New York City Planning Commission. From 1962 to 1969, I worked at the Department of Planning in Newark, NJ, first as a Principal Planner, then as Assistant Director, and in the last 5 years as Director of Planning. In 1969 I made a technological transfer, largely as the result of work that I had done in Newark to bring a new medical college to the City. I became Planning Director for H.I.P., a not-for-profit health care company which needed rapid expansion of its ambulatory care centers and hospitals. I became a Vice President with an expanded range of responsibilities. In 1974 I moved to the San Francisco Bay Area where I have lived since, except for brief periods of one year each in Baltimore and Chicago for business assignments. From 1974 to 1987 I was a Vice President at Children’s Hospital of San Francisco where I created and directed the hospital’s own managed care company. From 1987 to 1989 I was the Chief Operating Officer of Bay Pacific Corporation (now Aetna), in San Bruno, CA. From 1989 to 1990 I was the Chief Operating Officer of Care First, in Baltimore, MD. From 1990 to 1997 I was an Associate with RWM Management Company in Tiburon, CA. The company provided management service in the health reinsurance business. I also acted as the CEO of the affiliated Compass Health Care Plans and lived in Chicago for a year. Since 1997, I have been a self-employed management consultant. My wife is a northern California native and a marketing manager. We bought a site in Santa Cruz, built a new house and moved here as permanent residents. I have lived in Santa Cruz since 1998, where one of my daughters, her family, and my two grandchildren also live. I moved here because the City had casual charm as well as diversity. These are qualities that we hope to see preserved and enhanced. The local issue in which I have led or participated include:

Candidate's Statement: I have a BA in English from St. John’s University, a MS in City Planning from Pratt Institute, both in NYC; a ten year career in City Planning, including the position of Planning Director in Newark, NJ. Then, over the last 30 years I have been a senior manager in several health care and health insurance organizations. I bring: · New leadership for practical, common sense solutions. · The ability and experience to plan, manage, and make the tough decisions. · A neighborhood based outlook. · A full time commitment to this office. My Program · First, let’s deal with the current emergency. We cannot tolerate drug traffic and gang warfare. I want to restore safety and security downtown and in our neighborhoods through early intervention and persistent enforcement of basic laws to remove those who insist on disruptive behavior, without violating individual constitutional rights. · Focus on neighborhood issues of substance. I want a city administration which will place neighborhoods first. I propose to bring together neighborhood organizations into an alliance that will make their voices heard. · A pro environment agenda which takes into account the fact that the city’s infrastructure is near its maximum capacity level. Environmental constraints must guide our future. · Pursue strong economic activity to generate increased sales tax and hotel tax revenues. I will encourage small hotels, eco-tourism, and projects which enhance the beauty of Santa Cruz. · Greatly expanded citizen participation, through internet solutions and personal accessibility. I want to give a strong voice to those who have been shut out by the authoritarian manner of recent city councils. I will restore their confidence that their voice counts. · Preserve neighborhood character. Housing density must be placed along traffic corridors and downtown, not in low density neighborhoods. · Restore fiscal soundness and cope with our fiscal emergency. We need to redo the budget from the bottom up, replenish a sizable reserve, stop the rapid spending pace which has increased the General Fund outflow by 22% in the last three years, while income has remained flat. · The City's revenue and spending plans need to be re-examined from the bottom up. Priorities need to be clear, efficiency and accountability need to be emphasized, transparency and citizen participation must be greater. · Sponsor UCSC/private developer joint venture to develop affordable student housing on campus. This will lessen the pressure on the overall rental market in the city.
